Regional Workshop on emergency preparedness, 20 – 21 June 2011, Bialystok, Poland

The regional workshop on emergency preparedness was organized by East Foundation together with Act Alliance from Geneva. Throughout the course of the two-day workshop participants were informed about following topics: procedures, forms, criteria for regular ACT appeals and the rapid response mechanism; ACT membership procedure; ACT basic values, approaches and standards; ACT capacity building program. During activities, participants engaged in a series of panels, roundtable discussions, and public input sessions to address what is ACT Alliance, how organizations would respond to an emergency in their respective country, and what are the capacities of the governments to carry out emergency situations.

During activities, participants engaged in a series of panels, roundtable discussions, and public input sessions to address what is ACT Alliance, how organizations would respond to an emergency in their respective country, and what are the capacities of the governments to carry out emergency situations.

Participants guided by the facilitator, Joseph Pfattner, regional program officer at ACT Alliance, revised ACT standards and policies, especially those related to the emergency cycle. Additionally, break-out sessions were convened examining the possibility of each organization to apply for ACT membership as individual entities or to support East Foundation to become a member and elaborate and sign a MoU in this sense.

Workshop participants were presented with the opportunity to weigh in on ideas, share experiences, and provide suggestions for future focus in moving the workshop initiatives ahead.

Items and needs discussed included the following:

  • Experiences of the two partner organizations (Armenian and Russian Round Table), already members of ACT Alliance, in elaborating appeals, conducting several relief activities during emergency situations, participation in ACT capacity developing program.
  • Organization’s plans to provide financial or in-kind support to emergencies in other parts of the world.
  • Role of country/regional ACT forum (coordination with UN and other NGOs).
  • Code of good practices, gender equality policy principles, anti-fraud and corruption policy.
  • Code of Conduct for the international Red Cross and Red Crescent Movement and NGOs in Disaster relief.
  • Code of Conduct of the prevention of sexual exploitation and abuse.
  • The workshop also focused on familiarization participants with details of appeal cycle, examples from recent emergencies, role of ACT rapid support team and resources available for ACT members and partners.


Lastly, participants emphasized the need to examine in depth all the information received throughout the workshop and also concluded by stating that are looking forward to become members of ACT Alliance after finalizing the assessment procedures.
